Street Level Bureaucracy and Institutional Alienation Implementation of National Policy on Education for All: A Study of Cambodia

The purpose of this research has identified unexpected outcomes from the implementation Cambodia National Policy on Education for All (NPEA) 2000 until 2015 where poor and vulnerable have shown negative reaction to their right (EFA) Cambodian Ministry Education, Youth Sport (MoEYS) in reconstructing human capital alleviating poverty toward attainment developed country 2050. A mixed method study was conducted two phases which surveys focus-group discussions with participants such as students, parents officers charge several communities all districts across Phnom Penh; city Cambodia. It found that there were production institutional alienation practices performing by street-level bureaucrats during 15 years periods EFA implication had provoked adverse socio-economic disparity inequity different income groups assessment. Suggestions policy makers changes practice sustainable framework also been addressed continuing Sustainable Development Goals (SDGs) 2030.
